Had same idle "surging" with 83 Vanagon-replaced idle sab. unit,tune up,cleaned air sensor-still same. Make story short I had to replace the exhaust pipe that o2 sensor sits in-one of the 2 engine exhaust that join o2 pipe had a hole in it-welded-no problem with surging idle since.These vans are so air sensitive.
