I had a similar problem when I bought my '84. My idle used to "rev" like yours, and it turned out that my idle speed was set too high. The ECU will cut the throttle down until it is acceptable, then the engine will rev back up and the ECU will cut it down again.

Your timing might be off as well. This is ususlly the cause for your van lacking power off the line.

I think a regular tune-up will take care of your problems.
