That was your first mistake; nowhere on the can will you find the word lubricant. All i use WD40 for is cleaning parts, so when YOU spray it on something, to lubricate it , all you are doing is washing out any grease that was in there. Sure it helps; until it evaporates. Sounds like the bushings are seizing on the shafts. You could try some real penetrating super lubricant (ask at FLAPS)else you need to take them apart and start replacing parts.
