Basic differences between the two rotors are that the 04 170 rotor has a
longer metal tab on the end, possibly to inhibit or delay "tracking burns"
which are more common in the the wassers than their air cooled
predecessors.  Height is the same and it will fit on the distributor shaft.

I don't see any reason why the 04 170 rotor can't be used in place of the
04 038.  The 04 170 rotor is more expensive (about $2.49 more) than the 04
038.
