That's not 100% true: There are some quad headlights on the road. The
standard round hi/lo lights and additional spot lights in same
diameter. This seems to be an old design and I do not know a source
where to buy. I guess they are sold out. At present there are those
quad rectangular headlights with Hella DE projector system available
at Projectzwo.

I wonder why no parts dealer offer these grilles in Germany. Maybe it's
a chapter of missing TUV approval.

This is what I haven't seen, even I was several times in Berlin. Usual
police Vanagons are equipped with the standard round headlights. There
are no specials I know.
