Probably the shoes have rusted to the drum or the backing plate. Happens all the time. Just find a short 2X4 or anything handy and bang on the backing plate (the back site of the drum)

WARNING!! Since you'll have to be lying under the car to do this, and the handbrake will have to be off, be sure to leave the car in gear and chock the other wheels so it doesn't run over you. :-)
