Spoke again. Sorry, I shouldn't try to generalize. On the L-Jet Buses and early Vanagons, the fuel pump does NOT activate until the key is turned to start. I guess it's different for later vans.

This is borne out by the wiring diagrams and by the descriptions in the manuals (and by my experience with two L-Jet vehicles).
