James, Describe the noise for me. Is it a high pitched whine, that increases in frequency the faster the engine runs? If so, it's called alternator whine and should not be occuring in a car made after 1984. For older cars, you need to add a noise surpressor. It's also best to connect your hot wire to the CB radio directly to the battery through a fused link and not to the ignition since it requires a bit more current than the the AM radio. You can also find an excellent discussion of automotive interference solutions at the Amateur Radio Relay League's (ARRL) web site at http://www.arrl.com/tis/info/rfiauto.html and even download articles, some free of charge.
