Seen this... As the undercoating ages, it can seperate from the body, but
still remain stuck to the surrounding undercoating. A small nick in the
undercoating forms a passage from the outside world to the sub-undercoating
world. Water ingress forms a marcupial-like pouch. Presto! Your undercoating
has an aneurysm!

It is labor intensive, but I reccommend taking a PLASTIC (not metal) spatula,
like you would use for non-stick cookware, and scrape off all loose
undercoating. Metal toolds will scratch through the underbody paint, and speed
corrosion. Another method is to use a pressure washer; any loose undercoating
will peel away. Then wait a few days for the underbody to dry thoroughly, and
brush on a few layers of "Kool Patch" by Kool Seal.
