Dave; How's this for an idea, make a balance beam out of the rods themselves. Find a piece of tubing whose outside diameter is slightly larger than the inside diameter of the big end journal. Clamp two rods, horizontally apposed, on this rod. Supports on either end of the rod so unit can pivot or roll freely. Then let gravity show you which one's small end is heavier. I would think a PVC pipe would work nicely . Do the same thing for the other end but you would have to be a bit more clever fastening it.
