Not having read the report referenced below, I'm a bit in the dark, but wouldn't there have to be a large percentage of vehicles with DRL's to have any affect on motorcycle accidents? I don't live in LA, but I do live in southern California and I haven't seen all that many cars with DRL's. When this statistic was first mentioned, I thought it was form Canada where DRY's are mandatory.
