The idle stablize is simple. A soilenoid valve. A coil of wire. The wire can short. It can open. The valve can clog or get dirty. THe valve can wear out. Cleaning can help. You can measure for an open circuit. I have not found spects for shorts valve. It is hart to find wear, being the valve is sealed.
