These are fuel expansion tanks.  They collect vapors and overflow from the
fuel tank; a pollution control measure.

The "ports" on the side are actually just protrusions to hold them in
place.  The hoses connect to the breather tubes on the fuel tank.  There
is also another hose hidden from view on top.  See Bentley 20:10 for
further enlightenment.

If they aren't leaking fuel, you can ignore them.
