I've had runaway engine problems in a 77 van and an 85 vanagon. They always occurred in the winter, and they always went away after the engine warmed up, or I pulled over and jiggled the heck out of the throttle linkage at the engine end. I always suspected ice build up somewhere but I never figured out where. Putting Heet in the gas didn't fix it.

Of course you're presumably not experiencing winter right now, so this probably doesn't help.
