disconnect the battery, then pop the cover off the cluster and pull the switches out (you will see how when you get inside). Then unplug the speedometer cable from the speedometer and unplug the wiring harness plug from the rear of the tachometer.

Undo the four screws that hold the cluster to the dashboard and remove it. Then turn it over and undo the four screws that hold the speedometer to the cluster. Pull it out.

Getting the tach out is a little trickier as you have to deal with the circuit foil. You will have to remove the two light bulbs from on top of the speedo and tach housings, then unhook the foil from the bulb sockets. Also remove the bulb and foil from the top of the warning light housing. You may also have to deal with the digital clock if you have that.

Then you can undo the four screws that hold the tach to the cluster and remove it, foil and all.

Now you can get in there and clean the plastic lenses.
