Subject: ring around the dizzy and other questions

While attempting to troubleshoot my van not starting I removed the cap and rotor. After inspection I decided to replace it, only to realize I didn't pay much attention to how the cyndrilical metal ring went around the dizzy. So I just put it back on there however it seemed to fit. Is there a special way this should fit? I don't understand its purpose. It has a ground wire coming off of it going to a spade connector. But where does it ground to?

Also, the wire coming into the dizzy seemes a little detatched from the plastic fitting that holds them in place. Is that supposed to be the case?

It hasn't dried up here enough yet and my Vanagon has yet to start since the rains have come.

I hope to check out the grounds under the fuse box later today, of course if it isn't raining.

Thanks.. -Chip
