Not performance per se. It could introduce a rough idle, as the PCV (Positive
Crankcase Ventilation) valve would not work correctly. If your PCV doesn't
work correctly (with the cap on) having the cap off, *may* increase
performance, slightly. The crankcase back pressure in reduced by removing the
cap, but the PCV valve normally does a fine job of this.

More than anything, you would just leak huge quantities of unburned
hyrocarbons into the atmosphere, contributing to smog, increased ground-level
ozone, melting of the polar ice-caps, rising sea-levels, fish kills, return of
the feared lizard, GODZILLA, and the end of life as we know it. Well, maybe
not ALL that. :)
