Sounds like your cable might need some lube. I like to use motorcycle chain lube for this, as it is grease in a solvent carrier. The thin grease/solvent goes down the cable, then the solvent evaporates leaving the grease behind.

If this doesn't fix you up, you might need some lube in the speedo itself.
