Is the problem happening on *both* front wheels, or just a single side? This will help narrow things down. If it is on a single side, look for a caliper that needs replacing. Another problem could be a rubber brake line swollen nearly shut internally. The high pressure from the master cylinder would allow the fluid to activate the calipers, but the calipers have no way to force the fluid back the other direction.

I have had the swollen hose problem on my '65 Notchback. Your van seems a bit new for this, but you never know!
