My guess is that your resistor pack is toast.  It sits behind the driver's
headlight assm.  Ididn't even know there was a low speed to the fan until a
month ago!  And as far as that resistor pack beiing $75,  the local VW
dealer sold it to me for $30, much more reasonable, don't you think?
