From my experiances with older Volks, I'd say one of two (or three!) things: the master cylinder pushrod is adjusted to tight, so the master cylinder never completely releases.

Perhaps something in the vacuum booster servo is bad, allowing it to contine to apply pressure when it shouldn't?

Or, a kinked/rotted/etc rubber brake line. Or perhaps a steel line that is kinked or clogged. Either way, it would hold pressure at the wheel, and keep the brake on. Is it one wheel or both, or perhaps even the rears?

(and, btw, IMHO, the dealer should cover the cost of fixing whatever it takes, at this point since it was their missdiagnosis....but then, that's why I dont trust shops...:)
