Free trade has made this a snap. IF the item was made in North America, just turn up with the item, declare it, and away you go. As the engine was made in Germany, was it rebuilt in N.A.? If so, you might be ok. But if the price is under your personal deductible, you shouldn't have to pay anything anyway.
