Privacy glass has the tint built in, while window tint is applied to the inside. Both give the same effect. It is hard to see through from the bright side to the dim side. Result, during the day it is hard to see into the van, but easy to see out. At night, it's opposite, so you need curtains then.

How hard it is to see inside during the day depends upon how dark the tinting is. You definitely can't see into my van during the day. States vary on how dark they allow tint to be. Here in Arizona, tint forward of the driver (front door windows in a Vanagon) must transmit 35% of the light, but behind those it can be as dark as you want. Limo tint (5%) makes for excellent privacy.
