Actually, the cap is not so much for rain as for when you're washing the car.
(It's those sideways jets of water that get into the flue.)

I'm not sure why you find the caps hard to keep in place... I find mine is
hard to remove.  I usually need to pry it out from under the rubber gasket
with a key.
