Subject:      quarter sized hole just right and down of crank pulley?

Hello- Does anyone know what sits behind the plate at the bottom of the quarter sized depression down and just to the right of the crank pulley (I think it would be behind the crank pulley if the pulley is on). I cannot seem to get the groove around it clean and I am wondering if what I am looking at is some sort of sand removal plug that is coming loose or maybe some of the black sealant (which I shouldn't be trying to clean off). The groove seems to keep getting wet with what looks like dirty oil as the engine sits on the bench. I say looks like dirty oil because the groove around the bottom of the depression has yet to form a drip and thus I cannot tell if it is really oil... Niether the bentley nor my Haynes manual shows a good shot of the right half of the case (right when looking at the pulley end) and what might be behind this little thing...
