The SAE HP measurement is made at flywheel with no load and off the car so it should not have anything to do with the vehicle the engine will put in. I read some information long time ago saying VW sacrificed the hp (that's why it's max rpm at only 4500) to get more torque on the EV's VR6 engine. According to VW web page, the long wheelbased Camper does have similar MPG you mentioned: 14 city/18 hwy. But the short wheelbased EV GLS and EV MV (which are not available at VW dealer for 2 years) have 22 city/28 hwy.

The sticker at the dealer says EPA gas mileage estimate is 16 city and 20 highway. As for hp, I wondered about that, too. I suspect that there must be a serious drain on the engine to run all the power systems, or something, on that big van.
