In Mexico, causing an accident is a criminal offense. If you don't have insurance, they arrest you and take you to jail. Mexico recognizes American insurance, but every American insurance company I have heard of has it in their policy that it isn't good in Mexico. They'll cover you in Canada, but not in Mexico -- a clear case of discrimination against things Hispanic.
