Bill, I just replace the master cylinder on my recently puchased 84, and it was no big thing. Bleeding system is a bit for a contortionist, but very doable.

The documentation that came with my 84 vanagon showed that the previous owner paid $390 dollars to have the slave cylinder replaced at the local dealer. They charge $30 to diagnose the problem! I don't think this is a good sign for future interaction with Land Volkswagen in Durham, NC. Hope you can do it yourself.
