Yep, absolutely correct.

When my EGR light came on (same thing, but found on the older air-cooled vans) it came on at some weird mileage, not even close to being a round number. There probably is some kind of mechanical switch inside that is tripped at the specified mileage, thus turning on the light and stalling the counter. When you reset the light, you also reset this mechanical switch and the light goes out and the counter can start counting again. This is pure speculation on my part, having never taken one of these boxes apart. But since my light came on at a milege that was not a multiple of 30,000, I have to assume it works roughly that way.
