It's to remove your hubcaps if you have them. If you do, look along the edge of the cap and you will see two small holes, insert the "tool" in the holes, then run handle of the lug wrench thru the loop and brace it against the wheel and pull the hub cap off. Careful not to scratch the paint on your wheel.
