Patrick: I believe that plugging the two lines is the preferred over the U shaped contraption. Think it had to do with coolant flow routes or something. Yes, the o ring is available separately and I don't know why your on/off valve is missing. I rigged up an old carbide hacksaw blade thaty poked through a drilled hole in the black plywood panel so passengers could turn it on and off at will. VW shows no external cable to operate this rig, but the valve looks like it could be fitted as such. Always wondered if an old manual choke cable would do the trick.

I bought the $100 heater core and valve assembly($45?) from Bus Depot and once it finally arrived, it took an afternoon to install and bleed. Don't forget to bleed the air(white knob) out of the rear core while bleeding the whole system. even though everything isnew under there, I still put massive amounts of absorbent paper towelsl under there from past core leakage episodes. Cleaning up the jute under padding is a PITA. As for the valve somebody could've broken off the lever like I did.
