To the cylinder base. I went out and looked at a set of liners I have left over from my rebuild. There is no lip between the part of the liner that extends into the crankcase and the groove for the oil ring as I had previously thought. There differently is a groove there. I used a dental pick that had a 90 degree bend about 1/2" from the end to scoop the oring out of the groove. You can carefully follow the sleeve up to the base of the cylinder and you should hit rubber...

After looking at the piston, the seat is just up the sleeve so just pushing the liner down into the case should seat the oring - you don't have to spend the hour or so lying on your back as I did ;)
