"Should" is the operative word here, though - mine was sure stuck tight. I slathered it in WD-40, removed the chain, and stuck a cut-short finishing nail through the hole in the cap. That gave me a little T-handle; with that and some pliers, I was able to get the thing off. When I put it back on, I covered it with teflon tape, and cemented in a permenant T-handle. I believe the Bentley manual describes a modification to the air pump that gives more air during lighting. I think the drain is just supposed to be for getting water out (though I'm not convinced it really does anything at all). Hope the idea works out for you, though - let me know.
