I use an air powered right angle drill. Sharp drill bits and lots of patience. This is almost a job for a machinist. As it is almost impossible to drill the bolt and use the original threads, I use a Heli-coil. After getting the bolt drilled, I put the pipes in place and use the flange to guide the Heli-coil drill bit. This gives me good alignment. I then use stainless hardware to avoid this problem next time.
