I would have to say all of the above.  There is now more torque acting upon
the brakes when you stop.  Picture holding on to a 10' pipe with a 10lb
weight on the end and then increasing that to an 11' pipe with the same
weight.  Slightly more effort is required to stop the weight from hitting
the ground.
