Apparently VW dealers in Germany are not much better than US. I believe
they made wrong replacement on a good fan.
1) Vanagon in US with factory A/C has 3-speed fan. The fan itself has only
single speed. Its the resistor block and relays cause the speed changes.
Most likely you had a burned resistor block which located behind the driver
side head lamp assembly. Once replaced, you will get the lower speeds
back.
2) It should be different. I'd get highest wattage resistor block
available to put it in.
3) It's easy to replace. I remember some list member said the resistor is
very expensive from VW dealer. You may be able to find one in junk yard.
Also people saying Audi 5000 uses the same resistor and fan.
4) Should be OK.

My questions:
1) is it the fan, or a circuit outside the fan, that has the 2 speeds? IOW,
if I replace this resistor, will the new fan kick in at the lower speed ?
2) would the resistor value be the same with a fan differently rated ?
since they did not replace the fan with an identical substitute).
3) can I replace this resistor myself, if I bring it over from Canada ? (I
have the service manual - over there - I'm back in Canada now). Is there
any
other part I should bring, just to be covered ? I'm not sure I want to
trust a VW dealer.
4) Is it OK to run the van , as long as the high-speed fan kicks in when it
is supposed to ?
