Certainly the federal models did not (I've never seen an air-cooled VW engine with a PCV valve) but you never know with the California models. On the federal models at least there is merely a breather box on the top center of the engine, which is connected by a hose to the S-shaped boot before the throttle valve. It's a straight crankcase vent, no valve.
