In Germany there seem to be only few 14" Syncros and no 16" Syncro at all with the spare wheel mounted in the standard space underneeth. Most (or at least some) of this space is used for the VC and front wheel transmission. So at some point in time VW started placing the Syncro spare wheel at the driver's sidewall in the luggage compartment. And since this takes up considerable luggage space some Syncro drivers have a better use for, these swing out spare tire holders have since then been a standard VW option. Starting with some model year every German Syncro has stock enforcement plates under the tin for mounting these gadgets.
