James,
The suction house normally will be 1" higher than the bottom of the gas
tank to prevent the debris get sucked in.  Beside, you're supposed to have
fuel filter(s) to stop the debris to get into the fuel pump.

Yes, I've had a continuous problem with my fuel pump which I 've replaced
once.  It seems that running the gas tank to less than a quarter full
really
forces the debris at the bottom of the tank into the fuel line and makes
the
fuel pump whine. The whining never seems to go away once it starts though.
