I'd like to personally meet the brain-dead bureaucratic bumbler who made that "Tents only no campers" rule! GoodGolly...wonder what they have against self-contained vehicular camping?

I can only hope that there is actually something sensible, like overloading the parking and/or other facilities of the campground, involved...
