Sure, the fuel pressure regulator *could* be to blame, but I haven't seen one go bad (doesn't mean they can't).

Some things to check:

Fuel injector seals--are the little end seals cracked? Air Filter-- clogged or wet? Any vacuum leaks anywhere? Fuel injectors-- has it been a while since you ran some Techron through? ANY possibility you have crap in your fuel (dirt, rust, sugar, etc?)
