Well yes, the number specifies the number of revolutions of the speedo cable necessary for the odometer to increment by one (regardless of whether these are miles or kilometers). But the number of revolutions of the speedo _cable_ is _not_ the same thing as the number of revolutions of the _wheel_! There's some gear involved where the speedo cable connects to the wheel axle.

I'm pretty confident this speedo showing "1000" under the "km/h" mentioned by Per Lindgren was in a Vanagon with 14" tires, but in my 16" Syncro the speedo just says the same, "km/h" and "1000". Thus the gear at the lower end of the speedo cable must do the rest of the math.
