When this situation arises, have someone turn the key to START while you (physically) give the starter a couple of decent whacks with a large (19 -24mm) open-end box wrench, or similar device (vice grips, an oak hatchet handle, a frozen Kielbasa, etc.) If the Van cranks straight away, your starter solonoid is sticking. If this isn't the problem, then it is something else. :)

You can take it apart, (starter/solonoid), clean it and lube it, and it may work for a couple more years, but for me, the removal of the starter is just cause for its replacement. The thing is 18 years old, don't be a cheapskate; get a new one for the next 18 years.
