Hi Craig, You're lucky that it is only the clutch master cylinder. To replace it, you don't have to remove the instrument panel. Replacing the brake master cylinder is more time-consuming and expensive. As described in the Haynes Service and Repair Manual for vanagons: "The clutch master cylinder is located inside the cab at the base of the clutch and brake pedal mounting bracket. Hydraulic fluid for the unit is supplied from the brake master cylinder reservoir."
