Yes, you are correct. India was NOT a participant nor a signatory on the Montreal Protocol - India was at the conference as an "observer". China was a signatory. However, the protocol allow those countries whose CFC use was less than 25Kiloton in 1986 to "transfer or receive" from other participants excess production.. it's like trading in pollution. Basically the Protocol was written benefit the newly emergent industrialize nations like China, Malaysia, etc and screw the already industrialize nations like the U.S. and most EU countries.
