Camping World (http://www.campingworld.com/) and most other RV suppliers carry a chemical specifically designed to clean and disinfect water storage tanks. I've used this successfully. It requires filling the tank with the solution and water, driving back and forth to 'slosh' the stuff around in the tank, draining, repeating, and then rinsing a few times. It's not a simple process, but probably worth doing occasionally.
