Actually, if you need only to get through the emissions test you might even try removing the air cleaner. This will allow maximum, unrestricted airflow at idle, though I'm not sure if the didifant/digijet tries to compensate for this, reducing it's effectiveness Put it back in after the test though so as not to suck in too much dirt. New plugs and or plug wires might help as could adding some injector cleaner to the gas (or right into the intake manifold, just don't let the motor die when doing this or it may be hard to start). New catalytic converter would also help. In the past I have managed to get some of my older vehicles to squeak through by adjusting timing and idle speed to minimize motor shake at idle. Often, the motor shake you see at idle is due to a misfire and this misfire will produce higher exhaust HC's. Of course, next time I'm stuck behind you in traffic I'll curse myself for suggesting any stop gap measures.
