The transmission shifts are determined by throttle position and vehicle speed. The governor is often the cause of trouble here. It can be removed without removing the Trans or major disassembly. Just remove the cover, (clip on) and slide the shaft out. Check the holes for any signs of debris,(lint will stop it from working). And check the weights for free movement. Make sure the accelerator cable is properly adjusted. Particularly the linkage to the throttle body.
