Roy:  Well I also have the seam rust (bought it that way) and I did take
out the cabinets to get at the panel behind the cupboards - I don't have
A/C so it was a bit easier - but still a task.  I have taken the
cupboards out so many times, I can do it very quickly now. Be sure to
use a power screw driver.

The only way I can figure out how to do it without removing the
cupboards each time would be to drill a few holes in the cupboards at
the right angles so that a wand (for squirting rust stop stuff) would
fit in for several angles.  One other alternative would be to come up
from the bottom of the the van.  When I poured 'Rust Check' in the
panel, it finally dripped out around the rocker panel under the van
under where the water reservoir is. So I assume that a wand could be
snaked up from there.  Remember that there is insulation back there in
the panel (behind the cabinet) so that might make things a bit rougher.
Also I had a pinhole (up from the wheel well) into the pannel, right
where the two seams come together, so I blased that with rust check, and
anti-rust paint then used to seam-sealer to plug the hole.

I will try a lot of home remedies before I will pay to have the panel
replaced etc.
