"Far northern areas"?? It's obvious your knowledge of Canada is lacking.
Contrary to what some people think, Canada (as do the northern United
States) don't have eleven months of winter with twenty-three hours of
darkness every day. DRL perform a valuable function all year round, winter
and summer.

Most of the United States lies between the 35th and 49th latitudes...hardly
"equatorial".

Dashboard illumination does not function when DRL are operational so if it's
too dark to see your dash gauges you turn on your regular headlights.
